USAID/Central Asian Republics Business Environment Improvement (BEI) Project Evaluation (2012)

ME&A conducted this evaluation of the Central Asian Republics Business Environment Improvement (BEI) Projects in Kazakhstan and Kyrgyzstan during the period of October – November, 2012 for USAID. The evaluation’s goal was to determine the optimal set of indicators to measure success and impact of the improvement in the business working environment within both countries. ME&A team consisted of two international consultants specialized in Private Sector Development and Micro-Economy.

The evaluation’s methodology consisted of quantitative and qualitative data collection from a broad range of stakeholders and beneficiaries to ensure independence, accuracy and completeness of conclusions, recommendations, and lessons learned. Specific methodology included – surveys, data sets, expert panels, focus groups, and interviews conducted during field visits.
