John Roscoe, J.D.

Acting Chief of Party, BMEL Bangladesh

John Roscoe currently serves as ME&A’s Acting Chief of Party for the Bangladesh Monitoring, Evaluation, and Learning (BMEL) initiative for USAID/Bangladesh based in Dhaka. He is an international development professional with expertise in monitoring, evaluation, and learning (ME&L) and digital data collection with more than 25 years of experience. He has developed ME&L systems for the health, water and sanitation, nutrition, food assistance, rule of law, governance, agriculture, and small business sectors as well as assistance delivery mechanisms in the victims’ assistance, youth, livelihoods, health, food assistance, and infrastructure sectors. Mr. Roscoe previously served as chief of party on three USAID projects, two ME&L projects (MISTI and MSP), and one victims’ assistance initiative (COMAC) in Afghanistan as well as a ME&L consultant on projects in Iraq and Nigeria.

In Iraq, Afghanistan, and Nigeria, Mr. Roscoe developed electronic data collection systems using smartphone and tablet technology as well as online dashboards to track monitoring and verification activities and serve as platforms for collaborating, learning, and adapting activities. In Afghanistan, he developed remote monitoring systems using community monitoring and telephonic, smartphone, and satellite technologies as well as an electronic tracking mechanism to manage the delivery of victims’ assistance services. His work in Afghanistan included an impact evaluation involving more than 190,000 household surveys conducted over a three-year period. He holds a J.D. from Cardozo School of Law and an M.Litt in Sociology from Oxford University. He speaks English and Hebrew as well as basic German, French, Arabic, and Dari.
