Mirela McDonald has more than 25 years of experience in project management, planning, and administration. She has worked with a number of bilateral and multilateral donors, including USAID, the World Bank, the Millennium Challenge Corporation, and the European Bank for Reconstruction and Development among others.
Currently, she serves as ME&A’s Vice President for Evaluations and Proposal Development. In this capacity, she leads the firm’s monitoring, evaluation, and learning (ME&L) practice, under which ME&A has conducted more than 150 evaluations and assessments around the world. Ms. McDonald also manages ME&A’s Analytical Services IV (ASIV) Indefinite Delivery Indefinite Quantity Contract for USAID and the USAID/Central Asia Learning from Evaluations and Assessments for Development (LEAD). Ms. McDonald previously managed ME&A’s USAID/Georgia Evaluation Mechanism Indefinite Quantity Contract, under which ME&A conducted 21 performance evaluations and assessments. In these roles, she has designed methodologies and data collection tools for numerous evaluations and has worked closely with the evaluation teams to ensure high quality reports.
Ms. McDonald holds an MBA and a Master in International Management, Concentration in Finance, from the University of Maryland as well as a B.S. in Civil Engineering from the University of Tirana, Albania. She speaks English, Albanian, Italian, and French.
