David Hughes

Chief of Party, Data for Development (D4D), Tanzania

David Hughes is ME&A’s Chief of Party (COP) for the USAID/Tanzania Data For Development Project (D4D). He has more than 35 years of international development experience in the fields of agriculture, market development, and evaluation in Africa, Asia, Eastern Europe, and Latin America.

Mr. Hughes formerly served as ME&A’s COP on the Feed the Future Global Program Evaluation for Effectiveness and Learning (PEEL) Initiative that supports USAID’s Feed the Future (FTF) through population-based surveys and performance and impact evaluations. He also has been COP on the Resilience through Wealth Agriculture and Nutrition Project in Uganda, the Food Agribusiness and Rural Markets Project in South Sudan, and the New Partners Initiative assisting U.S. government grantees working in 13 U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) focus countries. Mr. Hughes holds a Master’s in Applied Plant Sciences from Wye College in the United Kingdom.
