Eema Masood serves as a project manager for several ME&A USAID-funded activities and Indefinite Delivery, Indefinite Quantity (IDIQ) contracts and also supports ME&A’s business development activities in the monitoring, evaluation, and learning (MEL) practice area. She is a project manager for the USAID/Bangladesh Monitoring, Evaluation, and Learning (BMEL) Activity, USAID/Central Asia Learning from Evaluations and Assessments for Development (LEAD) Activity, USAID/Kenya and East Africa Evaluation, Assessments, and Analyses (EAA) IDIQ, U.S. Department of State Performance Management and Evaluation Services IDIQ, and USAID Policy, Planning & Learning—Monitoring, Evaluation, and Learning (PPL-MEL) IDIQ.
Prior to joining ME&A, Ms. Masood served as a development specialist for international development organizations, including the World Bank Group and Global Partnership for Education. She has supported development projects in the fields of education, health, and private sector development across the world, including in Sub-Saharan Africa, East Asia and the Pacific, and South Asia. She has supported multiple projects in fragile, conflict zones. Ms. Masood specializes in policy research and analyses, especially impact and performance evaluations, through the use of quantitative and qualitative research methods. She holds an M.A. in International Development Policy from Georgetown University’s McCourt School of Public Policy as well as a B.Sc. in Economics from the Lahore University of Management Sciences in Pakistan.
