CARSS

USAID Central America Regional Support Services Indefinite Delivery Indefinite Quantity Contract

ME&A is a subcontractor to Creative Associates on a multi-award Indefinite Delivery Indefinite Quantity (IDIQ) contract supporting USAID’s region-based and joint initiatives in Latin America and the Caribbean. The IDIQ has a combined $800 ceiling for all seven consortiums. Services include combating economic insecurity and promoting economic opportunities, enhancing democratic governance, advocating for human rights and a free press, reducing gender-based violence, addressing migration, bolstering resilience to climate change, ensuring food security and health, and enhancing the capacity of local partners while delivering technical and management expertise to USAID’s missions.

The CARSS IDIQ is intended to ameliorate many root causes of irregular migration from Central America to the United States. While the majority of Central American irregular migrants originate from El Salvador, Guatemala, and Honduras, the flow of these populations and catalysts of migration concerns all Central American countries and Mexico, prompting USAID to take a wider approach.

Task orders involve management, personnel, supplies, equipment, facilities, transportation and other services.
